The successful candidate will be responsible for

  • Managing all financial, legal and contractual elements of civil Engineering and Transport projects to ensure that works are delivered in a timely and cost-effective manner.
  • Coordinating procurement management of standalone schemes and those under existing and new frameworks.
  • Collaborating with internal teams to understand project requirements and objectives.
  • Conducting research to identify potential suppliers and negotiating cost saving opportunities.
  • Preparing comprehensive bid documents and tender proposals.

The main duties of the post;

  • To liaise with external designers and consultants to ensure that the Authorities service delivery standards and expectations are fully understood.
  • To provide cost management services to capital and revenue programme delivery and ensure that all pre and post-contract and commercial requirements of the project are delivered according to the Council’s policies, standards and procedures.
  • Financial Project management of local authority civil engineering initiatives including road networks, landslip, bridges, sinkholes and transport infrastructure e.t.c.

You will have experience in/of;

  • Be a quantity surveyor or technical buyer/ purchaser /procurement specialist with engineering quality assurance knowledge.
  • Expert in costs management activities and be able to apply them on complex projects and programmes.
  • Be proficient in commercial management and commercial compliance, i.e. Welsh Assembly Government and external funders.

Ideally you will have;

  • A relevant Degree qualification in quantity surveying or civil engineering (or equivalent/related fields)
  • Proven experience in cost management and bid coordination within construction or infrastructure sector.
  • Strong negotiation and communication skills.
  • Excellent analytical and problem-solving abilities.
  • Ability to work collaboratively in a team environment.
